Abstract

he phenomenon of building construction on water will certainly have an impact on the irregular housing environment and infrastructure such as clean water sources used for daily needs, household waste disposal channels, and garbage disposal becomes unclear. The occurrence of custructing edifices upon aquatic surfaces thus emerges as a collective endeavour of the community to serve as a residence. In addition to the neighborhood using it as a place to live, there are several parties who build buildings on water which are then used as lodging resorts. Usually buildings on water are built on the coast up to several meters towards the sea, but there are also islands that are offshore. The inquire about strategy utilized in this ponder is to utilize the observational or socio-legal lawful investigate strategy (socio lawful investigate), uutilizing the statue approach, case approach and conceptual approach. As per the data provided by Balikpapan City, residences situated on water that possess a certificate tn the form of ownership rights will have the corresponding certificate has been made for an extended period, specifically prior to  2008 before the issuance of regulations governing the rights to houses located on water. the right to use granted by the Balikpapan City BPN is a right granted to the land or sand located under the house building. so that if the BPN wants to measure the land they wait until the sea water recedes.
